COUHES only reviews human subjects research protocols where MIT is engaged in the research.
If your research is being performed in a non-MIT capacity or as part of approved outside professional activities, you must engage the services of a commercial IRB to review your protocol and provide oversight for the research.
If you are collaborating with non-MIT individuals not affiliated with an institution, the individual will need to get an MIT appointment in order for COUHES to review and provide oversight for their research activities.
If you are collaborating with non-MIT researchers and your collaborators' institution does NOT have an IRB, your collaborator must engage the services of a commercial IRB to review and provide oversight for their research activities.

For non-profit, government or community organizations and individuals, MIT will evaluate on a case-by-case basis of whether an independent IRB is needed.
